Fort Bend girl struck in head by arrow

The girl, 5, was hit about 5:15 p.m. Friday while her brother was playing with a bow-and-arrow set at their home along Marble Point near Dripping Point, Fort Bend County officials said.

The incident is being investigated by Fort Bend County sheriff’s deputies but there’s no indication the boy meant to hit his sister, officials said.

A 20-year-old Texas A&M junior posted bail after being arrested on charges of making a terroristic threat against a fellow student.

The junior is accused of telling a freshman student that he was going to cut the flesh from his face and eat it, according to Texas A&M University police.

Bundled $330,000 found in car at border

EAGLE PASS, Texas – Law officers at a South Texas border crossing have confiscated nearly a third of a million dollars in unreported cash hidden in a car.
U.S. Customs and Border Protection on Thursday announced the seizure of slightly more than $333,000 at the Eagle Pass Port of Entry.
Investigators say the currency was in 18 bundles discovered Wednesday in the undercarriage and dashboard of the vehicle.
The driver has been taken into federal custody.
Cash being carried into and out of the U.S. must be declared if the amount is $10,000 or higher.

Alvin man sought in homicide arrested at border

An Alvin man wanted in a Brazoria County homicide case has been arrested the Laredo Port of Entry, U.S. Customs and Border Patrol officials said Wednesday.
Felipe Daniel Flores was apprehended Tuesday at the Lincoln-Juarez Bridge when an officer examining arriving bus passengers discovered the 20-year-old man fit the description of a person sought in the case.
Officers turned Flores over to U.S. Marshalls and he was transported to a local jail to await his extradition proceedings.
No information about the homicide case was available on Wednesday.

Two rain-making systems are expected to push through the Houston region during the next few days, bringing scattered showers.

Forecasters said a mild cold front will hit later Friday, sparking another round of light rain and dropping temperatures slightly.

The high temperature will be about 64 degrees under mostly cloudy skies.

MEXICO CITY – Mexican troops have made an historic seizure of 15 tons of pure methamphetamine in the western state of Jalisco, the Mexican army said in a statement released late Wednesday. Methamphetamine production has been rising in Mexico, and much of the increase is attributed to the powerful Sinaloa Cartel, headed by Joaquin “El Chapo” Guzman, who the U.S. Treasury Department calls the most powerful drug trafficker in the world. [...] this week: A suspected member of the Zetas drug cartel led Mexican authorities to mass graves at two ranches in the Gulf coast state of Veracruz where marines unearthed 15 bodies by Wednesday.

Former TSU law students take grade dispute to court

Karla Ford and Jonathan Chan expected to be spending this year studying legal briefs and litigation as second-year law students at Texas Southern University’s Thurgood Marshall School of Law.

In the lawsuit, filed Feb. 2 in U.S. District Court, Ford and Chan say the low grade brought their aspiring legal careers to a sudden halt.

“When you believe that you are doing fairly well and you get a grade you feel you don’t deserve, it’s devastating,” said Ford, 27, who has bachelor’s and master’s degrees in administration of justice from TSU.

“Coming from an Asian family, failing is a tough thing to bring up,” said Chan, who has a bachelor’s degree in administration and marketing from the University of Houston.

The two students asked to see the graded exams and for an explanation of the final score, but the professor and the university refused to provide the information, said their attorney, Jason Bach.

Catholic Charities CEO resigns months after sex scandal at children’s shelter

The organization confirmed the departure of Bonna Kol in a statement but did not respond to questions about whether her resignation was connected to the fallout from a sexual abuse scandal at St. Michael’s Home for Children.

The federal Office of Refugee Resettlement issued a scathing report that found the group’s senior management “deliberately misled” federal officials about a July 1 sexual assault at one of the shelters run through its St. Michael’s Home for Children.

The resettlement office accused senior managers of doctoring incident reports and failing to immediately seek medical treatment for the assaulted boy, records show.

Fed court tells sides in redistricting battle to keep talking

SAN ANTONIO – A federal court overseeing a Texas redistricting lawsuit rejected a proposal presented Monday, saying the plan did not have the support of all parties involved, a requirement outlined in an earlier order.

Texas Attorney General Greg Abbott on Monday announced that a compromise plan had been reached, saying that one coalition of Latino groups had signed off on redistricting maps for the 2012 election that would give Hispanics two of the state’s four new congressional districts.

[...] the Texas Democratic Party and other groups suing the state rejected the proposal, arguing that the deal still shortchanges minority voters.

Undo many of the changes made by the Republican-dominated Legislature to the South Texas congressional districts of Blake Farenthold and Francisco “Quico” Canseco in a bid to help them win re-election.

The agreement also included proposed interim maps for the Texas House and Senate that make them marginally more favorable for Democrats.

Houston father accused of biting 1-year-old son

Mitchell’s neighbor, fearing he would hurt his son, called police on Jan. 28, according to a criminal complaint filed by the Harris County District Attorney’s Office.

A police officer who arrived at Mitchell’s apartment in the 8900 block of South Gessner “could hear (Mitchell) growling and the baby screaming inside the apartment,” the complaint states.

“When he was attempting to remove the baby from defendant’s possession, the defendant bit the baby on the baby’s chest,” the criminal complaint states.

Hike-bike mandate in transportation bill fuels anger

When the bill goes to the U.S. House floor this week, legislators will consider getting rid of a provision that requires states to dedicate a percentage of highway funds to build trails for bicyclists and pedestrians, as well as other enhancements.

The proposed federal cuts come just as San Antonio has tried to make more concerted efforts to become a bicycle-friendly city, adopting a bike master plan and complete streets policy last September, and launching a successful bicycle share program last year that’s the first of its kind in the state.

If states aren’t required to pursue different kinds of transportation infrastructure and cost becomes an issue, they’re less likely to spend those extra dollars on bicycle or pedestrian amenities, said Kat Gainey, program manager for the city’s bike share program, called San Antonio B-cycle.
